Dogs like Tiny are hard to train to get ready to go to a good home bacause the shelter makes him anxious. So with the K9 college, Providence can send him to a better atmosphere in Philadelphia for a month to get proper training so he can find his forever home. Tiny is a good boy, just needs a chance.
